Job percentage — how to calculate it and why it matters
The formula
Job percentage is the ratio between the hours an employee works and the full-time hours at the same workplace, times 100. If full time is 182 hours a month and the employee works 91 hours, that is a 50% position. The same calculation works on a weekly basis: 21 hours out of 42 is half time.
How many hours is full time?
The standard work week in Israel is 42 hours, and the common monthly basis for calculation is 182 hours. That is not a universal number: under some collective agreements and in parts of the public sector the basis is lower, so the same number of hours comes out as a higher job percentage. The calculation must therefore rest on the basis that applies at that specific workplace.
Why it matters — rights are derived from it
Job percentage is not just an administrative figure. It is the basis for the pro-rata calculation of vacation days, recuperation pay (havraa), sick pay and pension contributions. An employee in a 60% position is entitled to 60% of the monetary value they would get full time with the same seniority. A mistake in the job percentage carries through into every one of these calculations.
Job percentage that changes during the year
The case that causes the most errors is an employee whose position scope changed — up from 50% to 80% mid-year, or down toward the end of employment. Calculating rights correctly in that case takes a weighted average across the periods, not the current percentage. In a manual spreadsheet it is almost always done using only the latest percentage.
Job percentage and overtime are not the same thing
A point that confuses many employers: a part-time employee who worked beyond their scope is not necessarily entitled to the overtime rate. Entitlement is set by exceeding the daily or weekly limit in the law, not by exceeding the employee's personal job percentage. An employee in a 50% position who worked seven hours in a day will usually be paid the extra at the regular hourly rate, not 125%.
